Heat Networks: the short notice changes to the Energy Bill Relief Scheme

If you’re managing a Heat Network as an owner – or acting as an appointed agent – and have a District or Communal heating system in any of your existing properties, are you aware of new requirements related to the Energy Bill Relief Scheme?

If not, keep reading because you must communicate this information to your tenants and residents.


Changes to the Energy Bill Relief Scheme

The UK government recently announced changes to the current Heat Network (Metering & Billing) Regulations and has urged heat suppliers to pass on energy subsidies to the end user (i.e. tenants, residents, etc.)

If you’re a Heat Network owner, here’s what you need to know:

By 1st December 2022 (or within 30 days of the support being provided through the energy supply contract), you must have informed Heat Network users that the support is being passed on to the billing: 

1. The Regulations include a sample draft letter to communicate this

2. No requirement if the supply contract energising the Heat Network is not in receipt of a subsidy

By 6th January 2023, you must have notified the Department for Business, Energy & Industrial Strategy (BEIS) of ALL heat networks regardless of receipt of a subsidy or not:

1. This relates to all heat networks and remains in force regardless of when the last notification was made

2. There is a shortened notification form held online by BEIS

Register for a redress scheme administered by The Energy Ombudsman, regardless of receipt of subsidy:

1. The Regulators have not included a due date for this
